This is a Fax \ Memorandum dispatched nationwide to AES - AERP participants announcing "Big" changes in March 1999.
In order to reduce respondent burden, effective March 15, 1999 AES will be making major changes to the commodity and transportation modules. The following is a list of those changes. COMMODITY MODULE (Affecting SED Filers)THE FOLLOWING CHANGES ARE REFLECTED IN THE NEW RECORD FORMATS FOR FILING ELECTRONIC SED NFORMATION. THESE FORMATS BECAME AVAILABLE DECEMBER 1, 1998 (90 DAYS PRIOR TO MPLEMENTATION). THEY MAY BE DOWNLOADED FROM THE AES WEB SITE: www.customs.ustreas.gov/aes AES Implements Interest-Based - Negotiations (IBN) Option 4 (Full Post-Departure Filing)Approved exporters can report their export shipments up to 10 working days after exportation. In doing so, the filer of this information will identify the shipment by reporting a "4" in the Post Departure Filing Indicator field. This field's name changed from AES-PASS indicator. See Attachment A for a list of new error messages associated with the Option 4 reporting method. Reason: U.S. Customs, the Census Bureau, other federal agencies and the export trade community negotiated new options for electronically reporting the SED. Option 4 [full post departure filing gives approved exporters time after exportation to gather all SED information and report to AES. Prior to Option 4, AES always had some pre-departure reporting requirement. Option 4 is the solution to AERP companies accustomed to post-departure filing. Exemption Statements for AES Option 4 Reporting MethodU.S. Customs' officials need to identify those AES shipments reported by option 4 approved exporters as well as by forwarders who are authorized to report for option 4 exporters. See Attachment B for the proper exemption statements. Identification Number (EIN) Expands to 11 PositionsAll Party Identification Numbers in the EIN (Employers Identification Number) type, except the transmitter and filer ID will expand to ~1 alphanumeric positions. Originally, the filer ID was expanded to 11 positions, but due to client concerns, this field will remain at 9 digits. Reason: Many exporters and forwarders that have a number of divisions across the nation need to be able to distinguish between each division when reporting information to AES. Under the current 9 position ID, AES only allows the corporation as a whole to be identified. The two positions AES is adding at the end are to signify the location of each of the divisions of a corporation. If these two positions are not needed or if an SSN is used, the filer must enter 00 as the suffix. For DUNS Numbers, please enter the 00 at the beginning of the number. Mail Shipments are AcceptedMail shipments valued over $500 can be reported into AES. The exporter and forwarders will report Method of Transportation (MOT) Code 50 for Mail. Reason: Many exporters and forwarders currently on the Census Bureau's Automated Export Reporting Program (AERP) are able to report mail shipments in AERP. With AERP ending on December 31, 1999, AES had to allow the reporting of mail shipments to accommodate AERP exporters and forwarders. See Attachment C for a list of error messages associated with mail shipments. Vessel Flag is OptionalEffective immediately, AES SED filers may opt to leave the vessel flag field blank whenever reporting export shipments transported by sea. Reason: Many exporters and forwarders could not provide the vessel flag. Only the operating carrier could accurately provide this information. Equipment Number is OptionalAES SED filers are no longer required to report container numbers, etc. whenever reporting export shipments transported by sea and containerized. Booking Number is Mandatory for Shipments by SeaAES SED filers must report the booking number for all shipments by sea. Whenever a booking number is unknown because of a consolidated shipment or exports of break-bulk cargo, the AES filer may report "Unknown" in the booking number field. Reason: Under the Sea Carrier Initiative Agreement, U.S. Customs, the Census Bureau and the Sea Carrier Coalition agreed that AES match SET) information to the Sea Carrier information by the Booking Number instead of the Export Transaction Number (XTN). In doing so, AES no longer needs the equipment information from the AES SED filer. Harbor Maintenance Fee Fields are RemovedThe Harbor Maintenance Fee Fields are obsolete. Reason: As a result of a court decision, AES no longer will collect information on export shipments by sea applicable to the Harbor Maintenance fee. TRANSPORTATION MODULE (Affecting Sea Manifest Filers)THE FOLLOWING CHANGES ARE REFLECTED IN THE NEW'' RECORD FORMATS FOR FILING ELECTRONIC EXPORT MANIFEST INFORMATION. THESE FORMATS BECAME AVAILABLE DECEMBER 15, 1998 (90 DAYS PRIOR TO IMPLEMENTATION). THEY MAY BE DOWNLOADED FROM THE AES WEB SITE: www.customs.ustreas.gov/aes AES Completely Redesigns the Sea Carrier ModuleAES will require four messages from AES Sea Carriers, whether or not these carriers are part of the Sea Carrier Initiative Agreement. These are the booking, receipt of booking, departure, and full manifest messages. This new module will allow AES to match AES SED information to Sea Carrier manifest information by the booking number. Reason: Since July 1995, AES has required three messages from the AES Ocean Carriers. These were receipt of goods, departure and full manifest messages. The original development of the Sea Carrier module never represented the actual Sea Carrier business process. The new module represents the collective agreement from Sea Carriers, U.S. Customs and the Census Bureau. See Attachment D for a list of new error messages associated with the AES Sea Carrier Module. Data Elements: Post Departure Filing Indicator/Exporter ID Reason: The fatal error message occurs when the AES-PASS or Option 4 approved exporters' privilege is not yet active. The Exporter cannot send AES-PASS or Option 4 shipments prior to the start date provided by the Client Representative. Resolution: Contact your AES Customs Client Representative.
Data Elements: Post Departure Filing indicator/Exporter ID Reason: The fatal error message occurs when the exporter's AES-PASS or Option 4 privilege has been revoked. Resolution: Contact your AES Customs Client Representative.
Data Elements: Exporter ID, AES-PASS/POST-Departure Filing Indicator Reason: The fatal error message occurs when the AES-PASS or Post-Departure Filing Indicator field, has an invalid value. The valid indicator is "P" for AES-PASS, and the valid indicator is "4" for Option 4. Resolution: The correct values are P ;or AES-PASS and a 4 for Option 4 shipments. A space will be present for non AES-PASS shipments. One of three must be reported in the AES indicator field.
Data Elements: Harmonized Schedule or Schedule B Number Reason: The warning message occurs when a used vehicle is entered under filing Option 4. Used vehicles are not acceptable entries and you are transmitting data that is not in compliance with filings for Option 4. Resolution: The Automated Export System will accept the data; however, the above warning message will be captured for monitoring purposes and the exporter may risk losing the ability to transmit electronically under Option d. It is the exporters responsibility to ensure the of reporting data elements under the correct filing option. In the future, transmit used vehicles under option 2 - Full Pre-Departure Filing.
Data Elements: License Code, License Number and Export Control Classification Number Reason: This warning message occurs when Iicensable shipments are entered via Option 4. Resolution: The Automated Export System will accept the data; however, the above warning message will be captured for monitoring purposes and the exporter may risk losing the ability to file electronically under Option 4. It is the filer's responsibility to ensure the accuracy of reporting data elements under the correct filing option. For further information, the filer may contact the licensing agency. The Department of Commerce/Bureau of Export Administration, or Office Enforcement Support may be reached on 202-482-4255. The Nuclear Regulatory Commission may be reached on 301-415-2342. The Department of the Treasury Office of Foreign Assets Control may be reached on 202-622-2520. In the future, transmit licensable shipments under filing Option 2 - Full Pre-Departure.
Data Elements: License Codes, License Number Reason: This warning message occurs when State Department licenses are entered under filing Option 4. Resolution: Contact your Customs or Census Client Representative.
Data Elements. Date of Exportation, Date of Arrival, Correction Flag, System Date Reason: This information message occurs when the Header Correction Flag is missing and the Line Correction flag is missing and the Date of Exportation or [Date of Arrival for exports between the U.S. and Puerto Rico] precedes the system date. This shows the transmission was not made pre-departure. Additionally, if an approved Option 4 filer transmits the post-departure data past the 10 working days of the date of exportation, this message will be generated. Resolution: Verify the Date of Exportation [or Date of Arrival for exports between the U.S. and Puerto Rico] is correctly reported. If correct, please ensure that future shipments are reported prior to the carrier's departure or within Option 4 timeframes. Compare the Date of Departure submitted to the current system date. if the Date of Departure plus the receipt of the post departure shipment exceeds 10 working days when compared to the system date, the shipment is considered to be filed late. This type of informational message will be captured for monitoring purposes and an exporter may risk losing their Option 4 filing privilege. It is the filer's responsibility to ensure the accuracy of reporting shipments timely. ATTACHMENT B EXEMPTION STATEMENTSEffective March 15, 1999, Option 4 will be available for all active AES-PASS approved exporters. Exporters or their designated forwarders have until March 15, 2000, to convert from AES-PASS to Option 4. If the shipment is filed under AES-PASS, the AES-PASS exemption statement must be reported as follows on the ocean bill of lading, air way bill or other commercial documents: "NO SED REQUIRED-AES-PASS [followed by the 9 digit Filer ID number, a dash, and the Unique Shipment Reference Number] If the shipment is going to be files post-departure under Option 4, the new exemption statement to be reported on the ocean bill of lading, air waybill, or other commercial documents presented to the carrier prior to departure is: If the approved exporter reports for themselves "NO SED REQUIRED-AES-OPT 4 [followed by the 11 digit EIN of the approved exporter ]" for example "NO SED REQUIRED-AES-OPT 4 -123456789 AB" If the forwarder reports for the approved exporter "NO SED REQUIRED-AES-OPT 4 [followed by the 11 digit EIN of the approved exporter, a dash and the 9 digit ID number]" for example "NO SED REQUIRED-AES-OPT 4 -123456789 AB-987654321" If you have any questions, please contact you Census Representative or call (301) 457-2207 ATTACHMENT C - 1 MAIL SHIPMENT ERROR MESSAGES
Data Elements: Mode of Transportation Reason: The fatal error message occurs when the Mode of Transportation is invalid or missing. Resolution: The transmitter must provide the mode of transportation as indicated by the two position numeric code. The codes are 1O- vessel non containerized 11- vessel containerized 12-vessel barge 20-rail non containerized 21- rail containerized 30- truck non containerized 31- truck containerized 40- air non containerized 41- air containerized 32- auto 33- pedestrian 34- road, other 50- mail 60- passenger-hand carried 70- fixed transport (pipeline, electrical powerhouse) .
Data Elements: Port of Exportation, Mode of Transportation, Country of Ultimate Destination Reason: The fatal error message occurs when the Port of Exportation code is invalid or missing. If the Country of Ultimate Destination is U.S., the Port of Exportation must be a port of Puerto Rico. If the Country of Ultimate Destination is PR, you cannot have a PR port of exportation. If the Method of Transportation is code 50-mail, any valid Schedule D is acceptable or Schedule D code 8000 will be accepted. Resolution: Commercial documentation or other competent information should be examined to verify the U.S. port of exportation is a four position numeric code which can be found in Schedule D of the Harmonized Tariff Schedule or Schedule B Manual, AES file, or Appendix D.
Data Elements: HS or Schedule B, Mode of Transportation, Exporting Carrier Reason: The informational message occurs when the mode of transportation is air or mail, but the commodity is unlikely to be shipped by air or mail. For example, explosive substances, petroleum coke, coal of all classifications, rail locomotives, fire engines, yachts, and floating docks are unlikely to be shipped by air or mail. Resolution: Commercial documentation or other competent information should be examined to verify the HS or Schedule B and the mode of transportation are correct. Retransmit corrected information.
